I don't think we understand how much crime-for-organized-profit damages a society. Profits from one criminal enterprise fund the armed defense of those profits and the development of other criminal enterprises. Any legislature concerned with whether its laws will be broken or not should only pass laws which will reduce the total value of illegal transactions.
