Saw a bumper sticker, <b>9-11-01 Never Again</b>, a couple days ago and it's been plaguing
me ever since. We're seeing small groups arming themselves with technology (both hardware
and strategy). As technologies develop, the kill-ratio of these small groups will also improve. 
That leaves us with the choices of 
<ol type=A>
<li>Making everyone not want to pick up a weapon 
<li>Making everyone incapable of 
picking up a weapon
<li>Arming everyone with defense technology
</ol>

We know that solution A has never been successfully implemented. We also know that solution B 
is currently on demo in North Korea. Solution C is readily adoptable. Choose your own future.
