Here's the 1st Law of Human Intelligence:

Intelligence appears inconstantly.

This applies across a selection of humans and also across the lifetime of any one human. The latter has prima facie evidence in that we print books of quotes, not books of complete utterances by an individual. This implies that we should always have our thinking hats on, as stupid people may have bright ideas, just as bright people may have stupid ideas.
